PROMT offers a Smart Translator WITHOUT Internet for English, German, French, Spanish, Portuguese and Russian (through in-app purchases). In-app purchases will be accessible on all your windows-devices starting from the version 8.1.
Choose the appropriate topic and get the exact translation of individual words, phrases, whole sentences, websites, and even emails and SMS! This app even includes a translation history, detailed information from the dictionaries, transcriptions, and pronunciation of words.
Free online translation is available for English, German, French, Spanish, Italian, Portuguese, Finnish, Russian, Japanese , Arabic, Turkish, Greek, Catalan, and Kazakh .

- Smart translation. Choose between Studies, Biographies, Human Sci, Natural Sci, Correspondence, Social Network, Computers, Cars, Gadgets, Business, Online-shopping, Travels, Sports and Health themes
- Voice translator. Use keyboard, clipboard or voice input to enter a text. Original text and its translation can be voiced.
- Translation without the Internet. Choose and purchase offline languages packages and don’t worry about finding a Wi-Fi hotspot or high roaming charges.

Does the trick, although it's not the smartest translator I have come across. Doesn't use context very well to select wording. Also, you can't scroll down if the text doesn't all fit on the computer screen. So you're either forced to only use this app (not divide the screen) and input in small chunks.

Всё супер. Очень нравится, что можно переводить фразы и тексты. Сделайте только, чтобы по Enter оно сразу перевод делало. А то реально напрягает отрываться от клавиатуры и идти в панель приложения жать на кнопку
